For years, packaging compliance meant one thing to most exporters: the ISPM-15 stamp. That era is over. A second regulatory layer has arrived, and this one is about what your packaging is made of and where it ends up.
The EU's Packaging and Packaging Waste Regulation (PPWR) is now in force, extended producer responsibility (EPR) schemes are spreading across markets, plastic packaging taxes are multiplying, and expanded polystyrene is being banned outright in a growing list of jurisdictions.
What is actually changing
PPWR sets recyclability requirements, recycled-content targets, and reuse obligations for transport packaging, alongside rules aimed at eliminating unnecessary packaging. It applies to what enters the EU market, which means it reaches suppliers far outside Europe.
EPR schemes shift the cost of collection and disposal onto the producer or importer, priced by material type and weight. Hard-to-recycle materials attract the highest fees; mono-material recyclables attract the lowest.
Foam and mixed-material packaging is the most exposed category. It is bulky, rarely recycled, and increasingly restricted at destination.
Why this reaches Malaysian and Singaporean exporters
These rules apply at the point the goods enter the market, not the point they were packed. If your customer is in the EU, their compliance obligation becomes your specification requirement — and it arrives as a purchase-order condition, a supplier questionnaire, or a sustainability audit.

The single-material advantage
Compliance gets dramatically simpler when your packaging is one recyclable material. Paper honeycomb is kraft paper bonded with water-based adhesive — no plastic film layer to separate, no foam insert to landfill, no mixed-material sorting problem at destination.
It goes into the standard paper recycling stream that already exists in every developed market. For the receiving customer, disposal is free and routine rather than a fee-bearing waste stream.
That also makes documentation easier: a mono-material packaging spec is straightforward to declare on EPR filings and customer sustainability questionnaires.
A practical compliance checklist
Audit what you actually ship on: list every packaging component by material — pallet, crate, corner protection, void fill, wrap, and strapping.
Flag the mixed-material and foam items first; these carry the highest EPR exposure and the highest ban risk.
Replace where a paper equivalent exists: honeycomb pallets, honeycomb crates, honeycomb edge protectors, and honeycomb void fill cover most industrial cases.
Document the change so it can be reported: material composition, recyclability, and weight per unit are the fields most schemes and customer audits ask for.
